Do you need a planning permit to renovate in Brussels?
In Brussels, almost all building work needs a planning permit in principle: the exemption is the exception. The common cases and how to check them.
In Brussels, almost all construction, demolition and transformation work needs a planning permit first. The exemption remains the exception, and every project deserves a check.
In practice, you can often renovate the interior without a permit. Any change visible from the street almost always requires an authorisation.
Interior renovation: often no permit
A classic interior transformation is usually exempt: kitchen, bathroom, paint, floors or light partitions. A Brussels Government order of 13 November 2008 lists these exemptions exhaustively.
The exemption ends as soon as the project:
- touches the stability of the building;
- changes the number or the layout of the dwellings;
- changes the destination or the use of the premises.
Even exempt work must respect the applicable plans and urban regulations, such as the PPAS and the RRU.
Facades, demolition, trees: the permit applies
A permit becomes required as soon as the project changes the visible aspect of the building. Check these frequent cases before ordering the work:
- insulating or modifying a facade visible from the street;
- replacing windows without keeping the original shapes;
- demolishing, even partly, a visible construction;
- changing the ground relief by more than 50 centimetres;
- felling a living tall-stem tree;
- altering a listed or protected building.
Work started without the required permit counts as an urban planning offence. The penalties range from fines to restoring the site.
Always check before you start
Your commune’s urban planning department confirms the steps for your address. urban.brussels publishes the complete lists of works that need or skip a permit. This check protects your schedule and your budget.
Plan the processing time as well: expect several weeks, sometimes several months depending on the procedure. A complete file, signed by an architect, avoids back-and-forth. You can file the application online via MyPermit.
Before this step, read our guide to preparing your renovation project in Brussels. Once the permit is granted, follow the useful order of work to limit rework.
